Link budgets use the Friis free-space path-loss equation (32.44 + 20·log₁₀d + 20·log₁₀f) against a kTB thermal-noise floor; an in-band jammer adds to the interference floor, cutting SNR and Shannon capacity until the margin opens negative and the bearer drops. PACE selects the highest-priority bearer that still closes. The MANET mesh links any two nodes whose per-hop budget closes; reachability, hop count and fragmentation come from a breadth-first search over the resulting graph. PQC posture scores the plan against NIST ML-KEM / ML-DSA / SLH-DSA with harvest-now-decrypt-later exposure flagged. No transmission is performed.
